Yes it absolutely is. Depends on the car but cars that came with zero sound deadening can be improved with just a few hundred bucks of butyl rubber and closed cell foam.

It is if you're willing to do it yourself and accept that it may not actually help.The most important factor in a quiet ride is your tires, get some 'luxury' tires like michelin primacy and it'll quiet road noise a lot. Tire pressure being too high will make noise too.
