Just replace them chink clones. Might even cost less than trying a polish at a detailer.
The funniest thing is that trying to restore them is literally illegal in Germoney. Most people still do it but the law is that you're not allowed to do any modifications to the lights. Official reason here is that polishing is taking off a very light layer of material off of them which in turn may have an influence on how the light gets refracted, influence on reflections etc. Most people still do it anyway but if you crash and the insurance is incredibly anal they might deny paying and absolutely would be in the right for this by law.

So if they analyze your car and see that the headlights got tampered with they can just claim they blinded someone and refuse to pay.
