No. It has half the torque and looks like a failed balloon animal. The Viper looks mean and has cache around the world. They somehow also managed to have worse build quality than every US automaker since the 1970s. The engineering on them was typical british shit: stuff with great ambition but built by a guy named Nigel in a shed who either wanted to quickly finish ahead of tea time or slightly drunk after a night at the pub.

That all said, I would absolutely love a Cerbera, speed6, Tuscan, Sargaris, Giffith (its never going to be made) any of the really cool TVR's. The Speed12 is a myth. Unfortunately they're "enthusiast" cars with an enthusiast tax similar to clapped out Lotus Elises and Espirits now. Theres a visibly poorly repaired and obvious minor damaged Elise with like 60,000 miles and a salvage title, dude still wants $28,000 for it. Everyone I know thats either owned one or driven one longer than an hour says its a track day toy only and is nearly unusable to drive around town because its tiny and so spartan inside you just never enjoy driving it casually. If they were cheap enough to essentially be a rolling kit car, they could be popular again.

No, not really. Cobra is a skittish, angry critter with way too much power for how much grip it has at all speeds. Viper is a deathtrap at low speeds too, but when it gets into groove it's best characterized by "relentless pull". Effortlessly fast.
