The shoreline is walkable and in either direction will take you to shaded roads or trails with a reasonable slope. It's probably a case of people getting to the bottom and not wanting to put in the effort to walk along the beach to the trail that goes back up gradually. The local S&R got annoyed at spoiled people expecting to be "rescued" from their laziness. You don't have to climb back up the dune in the "blazing" sun.

The Dune Trail is nearly 3 miles north of the big dune and then you would have to navigate a maze of crisscrossing faint trails to get back to Pierce Stocking Drive. I wouldn't expect the average touron from Chicago, Detroit, or Ohio to be able to do that. The only other reasonable alternative would be walking south to the forest roads near North Bar Lake, and then finding your way to Pierce Stocking Drive from there. That's still a fair ways away which you can see in the image I attached.

And they have no idea how to get back to the scenic road if they're not /fit/ enough to climb back up the same way they came down.
If you're too fat and stupid to walk up a hill, then that's on you. If you can't get back up without requiring multiple other people to carry you, that shit should cost you, and honestly, it should be a fucking wake up call as well.

When I lived along the Gulf we had an "island" that people would take boats and paddle boards to and get drunk at. It was almost always partially submerged, but when tide was up you couldn't really be on it, and if storms were in the area it was fairly dangerous. So a family comes out with their two little kids, no life jackets. Gets to drinking, didn't know their ride out there and that person left early due to incoming storm. Suddenly they are panicking because the fucking boats left and now it's people on paddle boards and shit left and a storm is blowing in. They decide to try and swim to shore, damn near drown have to get rescued. At the end of it, oh no wasn't their fault, it was the people that saw them "stranded" (beer in hand) not making sure they had a way off.
