If I'm reading that blurry ass photo correctly this is Bear Hill Preserve in NY. That's a private reserve so the owners have the right to set whatever conditions they want on entry. I assume they have the misfortune of being close enough to NYC that they have to deal with niggers or jeets shitting the place up which explains why they can't trust people to do the right thing.

I don't especially want some old lady pawing through my stuff but I also don't want to hike across trails covered in broken bottles etc.

They are right to protect it from litter. There is a private ranch that I have hunted elk, antelope, and deer on. The ranch is open and easily accessible. Anyone can drive onto the land and drive around. For the first time ever, the owner was thinking about closing it off, due to the trash accumulating everywhere. The last time I was there, I took a large black trash bag and walked down a random road leading out of my camp site. I grabbed every beer can and bottle I saw. I hadn't walked for more than 20 minutes before I filled the bag.
If the people in your lazy, low quality picture, are truly the owners and they still want to keep the land open and accessible despite people trashing it, and they have figured out an okay solution to prevent litter, then good for them.

it was a hike that you had to pay for and right after the pay window you go through this mini museum entry area and there's a sign saying "bag check" and a list of stuff you aren't supposed to bring "snacks are alllowed" but not food? I dunno what they define as snacks I guess like no burgers but chips are ok?
There was no one sitting there to check your bags. Maybe it's a weekend/holiday thing?
But yeah bag checks to hike is really fucked.

I paid for wooden steps and I got my money's worth of wooden steps. Hundreds of them. Thousands? A normal trail would be all natural surfaces and thus much harder. Also, some public land costs money too. You can't really avoid it if you are in a popular area.
