It's less about light and more about moisture and heat at that stage. Move them away from the window to the top of the fridge or something that radiates mild warmth if you aren't gonna get a seed mat.

Ditch the light until they've sprouted. Wet a paper towel and then wring it out. Put the seeds in the middle of the folded paper towel(like in your op picture) and then place it into a zip top bag. Place the bag on top of your fridge and forget about it for ~5 days.

your setup should work if the temps are right but theres a better way
get a punnet that fits inside a plastic bag (preferably ziplock, but as long as its reasonably well sealing and is somewhat transparent it will work). fill the punnet with moist potting mix and put the seeds on the top spaced about an inch or so apart in a grid. sprinkle sand on top of it and gently spray with water out of a spray bottle. put the punnet in the bag and put the whole thing somewhere about 30c. make sure theres always some condensation on the inside of the bag (not too much though), and make sure there is an inch or so of headspace. once about half have visibly sprouted take the punnet out and leave it exactly where it was but without the bag. spray it every day or so. once theyve grown enough for you to tell female plants from the males you can take them out of the punnet and put them in 125mm sized pots with some liquid fert. once theyre about 20 centimeters tall put them in the pots you want them in and with the fert that you want to use for them

what kind of seeds are they? Some seeds need to be cold stratified others may require a soak. Some seeds a may also require some work.. sanding, scarring, clipping etc.

I don't know if I'm just dumb with that method, but I got better/faster germination rates when I did what you're doing and ditched the paper towel and just let the seeds sit in the plate with as much water as the plate can hold.

The others are right about the lamp, though. You shouldn't need it until they actually germinate, and the little baggie of seeds should probably tell you what species they are and what temperature is good for their germination

- that paper towel will either dry out too quickly or will serve as a medium for mold and mildew. your setup doesn't look very clean so that's a real concern. ditch it.

wash your hands thoroughly, put the seeds in a fresh paper towel, put that into a ziplock, add water, and put it somewhere warm.

some seeds need to be 'shocked' with cold first, which tells them that winter is here, so that when they warm up next it's spring and they should grow. however it'd say so on the package, and a random flower bag from petco... ok wait is this bird seed?

If they're wildflowers, you probably need to start them in dirt. Get a solo cup and cut a couple holes in the bottom edge, for good drainage. You could also use a small pot if you have one handy. Just make sure it drains well. Fill to 3/4 with the soil of your choice. Fill with water a couple times to make sure it's thoroughly moistened. Let it drain until there's no more water dripping out of the bottom. Your seed packet should say if they should be sown on or below the surface. Place seed as it says and then place a piece of cling wrap over the top and secure it with a rubber band. Set that on a drip tray on top of your fridge or another nice warm spot with not too much direct light.

Seeds don't need light. Best way is fold some kitchen rolling half, wet it. Put seeds in the fold and place into a plastic container in the airing cupboard. Seeds germinate underground
