Can someone explain to me how to make a photo with effects like this? I don’t know what to do but I love pics that look like this

Phones are trash. Buy a proper camera. Could be a 10 years dslr.

But look for some iphone app which gives you manual controls. And then practice slow shutter setting with someone.

I have to give advice based on judgments. So it seems the subject is not moving horizontally so it implies on-camera motion with slow shutter speeds.
It looks like a stage, so I doubt they would allow the phootgrapher to position a flash close to him, so we discard the 2nd curtain option.
Finally, it seems like his expressions are to clear for that kind of effect and they change quite drastically. Wo my vote is for a photoshop of about 2-3 photos with the white balance all the way down to the left.
Again, this is a judgement based on a single photo and that's how I would "replicate" it if I wanted to.

No he's retarded you actually need a camera for this because cameras have a real shutter and phones are actually just taking a video feed and using the few seconds before you hit the button to composite a photo

What this fucker did is he used a flash and fired it 3 times in multi mode while moving the camera with the shutter stuck open, and then he closed the shutter. This is simple shit but phones can't do it.

Not unless he had an off camera flash above and to the front (where the stage light would be) but you're closer than any other retard itt. That is how you would go about replicating this but I highly doubt it's what happened. They probably had a flashing light above the stage and a long exposure just caught it right. There's no way in hell that he just held a long exposure and paused in 3 spots as >>4452285 suggested.

If you wanted to do this in the real-world, she would flash you or you would flash her 3 times while your shutter was open and moving.
The blurry bits come from movement.
The "sharp" "burned in images" inside the blur are from separate flash triggers.

My guess is moving the camera more than than range ibis can do during exposure and is keeps trying and failing.

(Entry level compact, tried walking forward during 1s exposure to see what it would look.)

yes you absolutely can do it handheld, long exposure pausing in 3 spots. git gud

in lens image stabilisation, quick flashing stage light programming and static performer help a lot
