The weirdest part is how his shirt flies up to his neck when you slow the video. Either he wore a vest and the bullet deflected/shattered and a huge chunk went into his neck. Or someone from the crowd in front of him took the shot. That angle is riskier because what if someone on the podium sees the shooter taking the shot, but the assassin could be concealed by a large amount of crisis actors jumping around and running all over the place.
