Unironically? Someone stepping up and implementing a hard, but just hand on drug cartels (death penalty). Exile for at least 10 years to politicians, their advocates and families who are corrupt. Gun owning for citizens and a culture shift (through education, mostly) like that of a first world country. As of now, I haven't figured out what it would have to happen first, but all of these and more have to happen for a real change.Maybe the help of the USA would do us good too but, as it stands, you guys have your hands full.
