I don't think it's the same guy.

Guy the white shirt and baseball cap is the guy to watch. He steps back and then gives a signal with his cap right before Charlie gets shot.

The guy in black, he appears to fidget while Charlie is talking, it could just be a nervous tick. I think black shirt guy is the guy who pushes Charlie to the ground after he's hit so maybe he was just security. As for the fidgeting it's understandable, there are trannies on these campuses. He could be worried someone might throw something or something like that.

The shooting comes as a surprise to a lot of people, and their reaction is natural (delay of shock for some seconds before springing into action).

It's guys who didn't have normal reactions, like that long haired guy in the crowd who turned around (to where the shot came from) and cheered. All those guys need to be looked into.
