The footage isn't clear enough for an ID on the guy who jumped off the roof from what I've seen. Even if they do find this guy they might not be able to make anything stick. I don't believe for a second the FBI believes this was a lone gunman.

It was a college with tens of thousands of people present. They can't pinpoint his specific phone to the roof.

If they get his phone they could check the gyro data and see it fell down a ledge to confirm it's him but that would mean they'd already need to know he's the guy.

It would be negligent not to try and find him through a list of subjects whos phones were at the event, but if the shooter didn't have a phone and just had a phone shaped object then he's essentially given himself a buffer because he won't be considered as a suspect initially without any location data of him being there.
