All this policy will do is force the knowledge holders to go back to India which ties these companies even more to outsourcing rather than being halfway between like they are now.

To do a full tech transfer would require 5-10 years progressive policy, rather than something so abrupt and then the profitability of most corporations would plummet as the payroll would increase 10x at least.

That's not true though. I just confirmed the 100k fee is a 1 time fee per jeet. So say I have a jeet that I hire and it takes him 5 years to get a greencard. Pre EO it cost Mr Kikenstein 60k a year for that jeet.
