I was born in 1990. I remember the pre-2008 web as game forums, ogrish.com and wikipedia.

Depends on how you define "content creator". In a way we are creating content right now. We create text for others to read. We just do it for free. You probably mean commercialized types of content. There were much less people who tried to live off the internet and I believe it is simply because bandwith was the limiting factor pre-2008, that made it impossible to create long high definition videos. The blog had it's place during that ancient time but pretty much died in the early 2010s when highspeed internet became the norm. This is not my interpretation by the way, but the words of Curtis Yarvin, who is one of the early adopters and early political bloggers.

I remember looking for random forums for a game or something and it would have a lot of people talking daily about random things, you would make friends and find out they had their own forum on whatever that free forum hoster was. For actual websites they'd have a little friends section and it would link to similar sites or things they like.
