Define winning.

To use EU4 war goal metrics, if the war goal is to hold and occupy a new post-2022 city like Mariupol or Melitopol then Russia is winning and has 'ticking war score' whatever the real life translation of that would be.
If you use stated the war goals as stated by Putin, Lavrov, Peskov, et al of occupying four oblasts, regime change in Ukraine, and a de facto occupation of the entirety of Ukraine with the AFU effectively disbanded and defanged then - yes Russia isn't just losing but is being humiliated with every passing day.

In my opinion as an outside observer I think there's a blend of the two going on, with a stronger weighting towards the second officially stated war goals. The reason why the former war goals have legitimacy, which give Russia a favourable position, is if were there to be a ceasefire overnight, Russia would hold what it has likely indefinitely assuming peace talks fail but the ceasefire holds. So with that in mind, they would sell the acquisition of a portion of 'Novorossiya' as a win back home despite 1.1 million liquidated soldiers. In this scenario, Ukraine would also be able to sell this victory as a win because it would remain independent and sovereign even despite losing territory.

For Ukraine to win outright in an unambiguous way they would require either full Russian withdrawal or total destruction of the Russian occupation forces. The former can likely be achieved through diplomacy and sufficient economic pain. The latter is achieveable with sufficient European reindustrialisation.

Let’s start in Ruzzia with good news from Konstantin.
The final spasms of the Ruzzian economy have begun.
The state is making deep spending cuts and has shock-raised VAT and corporate taxes.
Until now, everyone in Ruzzia — young or old, employed or unemployed — had some form of social safety net.
Not anymore.
Unemployment benefits are being abolished.
Only children, pensioners, and the actively employed will retain state support.
With unemployment rising rapidly, this is a ticking time bomb.

The state has also decided that all road infrastructure will now be handled by private companies.
Since the state can’t afford to finance it, they expect the private sector to step in.
But common sense says this has no chance of working.
To recover their investment, private operators will need road tolls, like in Norway.
But there are two major problems:
>first, the fuel crisis has now reached both Moscow and St. Petersburg;
>second, people can no longer afford to drive.
That means traffic volumes drop, making investments impossible to recoup.
Under this new system, no new infrastructure will be built.

Our attacks on Ruzzia’s oil and gas infrastructure continue.
Now even export ports more than 1,000 km from the front have been struck.
According to Konstantin, Ruzzia’s oil exports have already fallen by 25%, putting further pressure on the state budget.
When diesel production is disrupted, Ruzzian homes will be very cold this winter.
Of course, both gasoline and diesel are available on the black market — but at double the normal price.
They’ve created an unsustainable situation for themselves.

On the Pokrovsk front, the situation remains unchanged despite major enemy reinforcements.
Chaos and total lack of coordination in Ruzzian assaults make it relatively easy for our forces to repel them.

The Ruzzian advance at the Donbas–Dnipropetrovsk Oblast border has caused concern among some, BUT there’s no need for panic.
Soon they will face serious supply problems here too, and the rainy season is coming.
Once again, some claim Ruzzia has broken through our defense lines — just like at Dobropillia.
Again, this is not true. Our main defensive line is still some distance away.
Ruzzia’s goal is to reach the main road to Zaporizhzhia before the rains, with Pokrovske as the objective.
But it’s still 22 km away, with major natural obstacles like rivers and waterways in between.
And the closer they get to our main line, the more active our drone units become.
Pokrovske is as well fortified as Pokrovsk.

Tomorrow we’ll finalize the target of our next fundraiser.
In the meantime, we are already accepting tools for Komisar and his unit within the 110th.

No they don't. They use the fund to recapitalise banks, which are state-owned, and force them to lend cheaply to priority companies which operate weapons factories. This affects the government's budget in an indirect way because it allows the government's MoD to procure weapons at discount prices - which is also forced upon the military supplier company. In this way Russian nominal defence spending is artificially deflated at the low price of ~10T rubles whilst corporate lending behind the scenes shows a truer picture of the real cost.

If Russia had just invested all their resources in taking Mariupol at the start of the war they could have gotten all the strategic benefit they've so far actually gained in the war in a matter of weeks at most. Instead they decided to try and take it all and it cost them dearly.
Remember, Russia took Mariupol 3 months into the war. After that they've just been sending hundreds of thousands to die for tiny villages and bombed out ruins a bike-ride from where the front was before the war. All so that vatniks online are able to cheer that shitmofartovsk, population 28, was taken and monke doesn't get coup'd. I hope they're happy because I sure am.

Reach Pokrovske (not Pokrovsk city, it's in Dnipro oblast). Ukraine doesn't have good lines defensive lines or units there and it's open fields. Ukraine right now has to commit a lot of their units to defend Pokrovsk, Kupiansk, Liman, Sumy.
