The tactic hasn't really worked since Ancient Rome. The Nazis tried it and it did not go well for them either. Civilians are not the ones storing and carrying weapons. If you keep targeting them, pretty soon the battlefield evens out, then you end up losing any advantage in numbers and weapons that you once had.
