Higher payload means conventional kinetic non nuclear warheads can be used. Which can generate tactical level nuclear warhead levels of destruction against static high value targets without increasing the response threshold. 1400km range probably would not even be enough to fully accelerate the missiels and it would not go orbital. Thats why an ICBM is a waste for that, but the time to intercept it is next to zero, regardless of its an ICBM or IRBM.

AFAIK, Oreshnik is based on the RS-26 Rubezh and RSM-56 Bulava. At least the first stage of the Rubezh for a shorter and faster boost-phase and the missile bus of the Bulava because the Bulava is capable of delivering submunitions.

It doesn't make sense to base the Oreshnik of from the RS-28 Sarmat as there are plenty of cheaper ICBM's to turn into IRBM's.

in order to have this many in the same diameter of warhead, this means the MIRV's are much smaller
as i said, the MIRV's are only 10cm wide, compared to 100cm or whatever on a nuclear mirv
at this small, a nuclear device can't fit
the mirv's also need a structure, and then ablative plating, meaning the potential hollow space you could have inside is even less than 10cm
