what more can be done? if you dont have prior history than how can they deny it to you? its one of those things where either no one gets it or some people do, and when some people do this is what happens. for this to be fixed it would take fdr era level of confiscation, that aint going to happen without a lot of bloodshed. there's nothing you can do short of moving away from here, which most people dont want to do. we are stuck here.
