It's a good question I have thought about that too. I think there are a few reasons. I won't write an essay so I'll just write about what I think is the biggest one and that's spare capacity.
Last year the refineries had more room to improve throughput. Surviving refineries could have increased crude consumption and petroleum output because they weren't operating at maximum throughput. That's probably because the oil companies that run the refineries didn't need that extra income because crude oil sales internationally were quite high and oil was more expensive - and the ruble was cheaper so selling barrels for dollars and then buying rubles was more profitable.
This year because crude is cheaper and the ruble is more expensive oil companies need extra sources of revenue and that comes from refining. So in 2025 these refineries are operating at maximum throughput and along come the Ukrainian drones to spoil the party. Now this time there's no spare capacity to make up for the shortfall. It's a straight loss - hence why price controls, export bans, rationing .etc have all kicked in causing the polava with shortages.
I don't have exact numbers and sources to cite, but the oil/ruble movement is easily verifiable so my story does have a whiff of truth at least.

Also just for a little bit of clarity the JLTV is kind of a weird Humvee replacement in that it is sort of closer to a replacement for the uparmored ones. The reggie Humvees are pretty much like jeeps except they're more retard resistant in being taken offroad and on highways versus jeeps (WW2 and afterwards) because jeeps have the suspension setup that can be unforgiving under certain conditions. JLTVs are closer to like a Humvee that's improved and moderately uparmored as a clean sheet design, since Humvees weren't made to be armored in the first place so they suffer weight inefficiency from being uparmored.

So JLTVs didn't end up doing a 1 for 1 replacement with Humvees but at some point they were supposed to be. I think being designed to be uparmored day from the ground up meant they had more growth potential weight wise so whacky setups like NMESIS and Rogue Fires got made.

That's quite interesting. The Rogue Fire you posted is unmanned too. I'm out of my depth when I say this but I'm looking forward to drone motherships which launch many smaller drones to overwhelm a target. If these JLTVs can be scaled up in weight for armour, they can probably also be scaled to carry cargo like drones without losing effectiveness if I were to guess.

Basically if there's no cab that's armored for humans that weight can be replaced by whatever. So in the case of NMESIS and Rogue Fires you can stick big missile pods on. I guess if you wanted a whacky munition carrier like the JAGM Fuchs setup there's a lot of capacity for the JLTVs or so I'd think.
