City governments work VERY hard to prevent building anything and will work very hard to siphon as much money as they can from investors. There was an investor who wanted to convert a old theater to a live play theater. It cost him $5 million in renovations and fees, the city worked very hard to prevent him from building anything, and the theater still sits there empty and he gave up on the project. Americans worship "the American Dream" of a suburban lifestyle as almost like a religion. Cities zone most of their land to suburbia and refuse to even build a 3 story apartment complex.
