Democracy requires the equal distribution of political power in order for the public to rule. One version of political power is the ability to administer legitimate force. To reject this would be to deny certain people the ability to use force while others could, thus creating a situation where the force can be used against those who cannot legitimately fight back.

If the people rule, the people must have power, and for the people to have power, they must be able to initiate violence.

This is would be true for Irynas killer AND anyone who would want to slay the killer.

Whenever someone speaks about democracy, always remember, you have the right to kill people.

To really have governance by the public, there needs to be an equal distribution of power. That's what "one person, one vote" was supposed to do. The failure point is that the ability to violently coerce people was not equally distributed either, so the party that can hurt is the party that rules.
You can solve this and institute real democracy by acknowledging that everyone has the right to initiate violence, regardless of their morality.

Delegating power to others leads to the concentration of power. The result is rule by the few, not by all, so it's not a democracy. You mentioned these "representatives" would decide the appropriateness of activities like violence, but that is the exact problem. It's creating a distinction between those that can use violence and those that cannot, and those that can use violence have more power and ability to rule others as a default.
What you are arguing for is an oligarchy, where power is only held by the few.
So long as people support democracy, rule by the public is the equal distribution of power to the public, including violence.

You can have governance by just representing yourself. When it comes to consequences, remember, you can just "kill them back". You don't need to centralize power to pull that off. An equal distribution of power, including the right to kill is self-regulating. An armed society is a polite society.
