The procedures to adopt back then, especially to international citizens, were basically nonexistent, so a lot of bribing was involved in order to get the kids to the States (and the US State Department was in on it). The reason why it's all gippos is because back during commie times and Ceausescu, a majority of the institutionalized children in Socialist Romania were gippos, and a lot of them were indeed mistreated by the social care workers so when the revolution came, a lot of horror videos were broadcasted to the west showcasing this. Of course, a lot of children did end up in warming and loving families (I personally know of two gippo twins who got adopted illegally by a rich Jewish family from Staten Island, and they both have good lives), but some did end up getting trafficked for good and ending up in very, very bad places. The same thing happened in a lot of Eastern countries back in the 90s, especially in Russia.
