According to these reports, the actions would consist of staging an attack on critical infrastructure involving a sabotage and reconnaissance group posing as Russian and Belarusian special forces.SWR reported that the operation scenario was developed by the Main Intelligence Directorate of the Ukrainian Ministry of Defense in cooperation with Polish special services.
