There's something unsettling about a robot that has feelings of glee from killing humans, and I think they initially meant to show what happens when those he massacres are deserving of it (by mainstream standards), with each subsequent massacre being more questionable, until the end when all someone has to do is lie to him and say the people they were fighting were Nazis, and he turns into a literal killing machine. Whether intentionally or not, they turned GI Robot into murder porn for leftists. It's their reactions and enthusiasm for the character that killed it because you realize they wish they had a GI Robot to massacre everyone they deem as undesirable under their ideology.

If you go back to the comics, they also had him or another iteration of him fighting Japs, with another one fighting communists in the jungle, with yet another just fighting monsters and other robots in general. Basically, he was programmed and re-programed to follow different directives. This now makes me think the director and writers chose this iteration on purpose to cater to an audience that would enjoy politically-oriented murder porn.
