This will put Trump in full control of the military, a precursor to seizing indefinite power. But he can't just start firing these guys for no good reason, that would be too easy to run into legal trouble and raise suspicion.So he's talking about "ethos" and "fitness" while subtly hinting that people who don't "fit in" won't be retained. It's a purge but it's dressed up in a culture shift.
