He actually means that he wants the llwest of the lowest minimum wage sucker to do it. Hoping he can lobby the government to waste taxpayer money on delivering immigrants and schooling them up to electricians and plumbers, so he can hire them for minimum wage. Not wasting a dime or investment on them.

Also this works about 50% of the time, the other 50% will just go into crime and become a hassle for the rest of the population.
