Let's discuss the FACTUAL failure of gun control worldwide.

First, let's make a distinction for two types of guns: single shot ones and self-loading/repeating ones.
It is inherently impossible to restrict or prevent people from making primitive single shot (be it flintlock, electrically primed - DONT LINK THAT JAPANESE FAG HERE WE KNOW ABOUT HIM, caplock, matchlock, whatever) or caplock repeating weapons such as 1850s cap and ball revolvers and revolving rifles. But the question is, are they enough to wage a splinter cell militia war against the government to counter gun control worldwide?

Conventional repeating and self-loading weapons require conventional ammo (that is, single unit ammo casing with the primer, gunpowder and bullet all in one place).
Here comes the first major obstacle: you cannot viably make ammo casings at home. If you're saying that you can EASILY make brass shaping machinery at home, please get a serious reality check. You're talking 1 person in 100 million who might be able to do this assuming they have the skills and MOTIVATION to supply a militia with ammo.
This is, of course, assuming a worst case scenario when ammo casings are regulated: brazil, japan, south korea.. A lot of countries don't regulate ammo casings because.. why? "surely no one will be able to make ammo with ammo casings only"

If you have access to non-shitty nailgun blanks (yes, some countries make nailgun blanks misfire on purpose so that you cannot extract priming compound / use them for a separate loading nailgun blank powered firearm), you can extract the rimfire priming compound from them. It is better to make the priming compound from scratch, though. The materials are readily available. I won't link them yet to not attract european authorities, but trust me, they work 100% of the time because the priming compound you can make at home is the one that was used during WW1 successfully. Reloading primers is PITA though, very time consuming but it is feasible. Gunpowder is also a non-issue considering black powder is honestly enough and you can extract nitrocellulose from said nailgun blanks. Bullets can be bought online (unregulated) or cast from lead and copper plated at home. With that said, assuming you have access to ammo casings you have access to modern self-loading weaponry considering the advances in 3d printing: FGC-9, Urutau, Rogue-9, also hybrid metal designs.

Americans, please don't mention 80% lowers: this is unique for america because you can buy critical gun parts such as barrels, bolts and trigger assemblies without any regulation. 80% lowers are just toys for americans, they serve no actual purpose for battling GLOBAL international gun control. The problem is that despite the availability of homemade weapons, no freedom fighter militia groups fighting the state to subvert the gun control narrative have appeared. How do we make people understand that gun control is useless? While gun control prevents MOST people from getting a gun, henceforth it is successful statistically, it does not prevent motivated people from getting a gun. Even in countries like japan you can make a single shot caplock derringer / electrically primed pistol, kill a cop, get their gun, and BOOM. In all other countries it is feasible to make an FGC-9 which is enough for small scale political actions or sieges.

Picrel is a way to make ammo casings at home, very inferior. You basically need access to blank ammunition which is easily regulated. Useless for a worst case scenario. And if you have actual blank ammo, it's easier to convert that to live one.

Converted Retay brand (turkshit) pistols can be seen all over europe. Simply replace the barrel, then press lead cylinders to 9mm PAK ammo and add some gunpowder.
Notice how they banned all blank guns and ammo in Brazil? They know.
