The figure was initially known in the UK as "Mr Chad". Another name for Chad was "The Goon"In the US, the phrase would later be found chalked in places that no graffiti-artist could have reached (e.g. inside sealed hull spaces). The outrageousness of the graffiti was not so much what it said, but where it turned up. After all, if Kilroy could leave his mark there, who knew where else he could go?

The first person to draw Chad was an unidentified pupil at Rugby School in 1937 who drew it on the head masters desk with the caption 'WOT NO WICKETS'. It's thought to refer to the head masters poor outing as a bowler for Northants cricket club. There was quite a furor as the culprit must have picked the lock to his office. The meme soon caught on, with examples showing up in ever more extreme places around the country, including the clock face of big Ben. American servicemen stationed in the UK adopted it and from there it spread around the world, like niggers.
