That would be just theory but USSR for example didn't have private companies(during most of it's time but at the end and in the beginning it did). While it was inefficient, the resources were allocated to cities and cities managed what to do with them, had goals set by higher tiers of government like lets say "increase living space per capita from this to this", city government then would organize building of living apartments. Organization was done by the government itself, not subcontracting someone else, there was no incentive for someone to get a profit because there was nowhere for the profit to be made. Neither materials, apartment or anything was sold between any parties. Built apartments for example were allocated by the city government to a factory or some other institution to allocate them to the people working there. Im not trying to defend this system, it had many holes in it but certainly it's not how or even close to how things are done in US.
