the booster you are seeing now are test articles; e even if they catch them, they already have improved models in the pipeline for future tests (in fact, this is the last flight of this design iteration of the booster). On the tower site you've got the tower itself, the deluge system with water tanks, the fuel/lox tanks, all the pipes, all the concrete, etc.
The booster is engines, pipes and big-ass tanks

But mainly, they have one tower that exists in one place and nowhere else
If that gets damaged, every launch is pushed back until it's fixed, and that will involve red tape from lots of different agencies
Whereas they can make multiple boosters at multiple sites and ship them there, and if one of those fails testing, they can use a different one
