USSR basically threw normal laws away and created its own parallel world of bullshit. And that was the starting point for everyone in 1991. For example, during the early 90s there would be no laws against ponzi schemes... because these did not exist in USSR (because there was no free enterprise to create a cover for it and make it possible), so only after a number of major ones ravaged the country were such laws enacted. Basically soviet reality had little in relation to the normal world, so when USSR fell in 1991 the newly independent countries got a baggage of soviet laws and no laws for normal things. You couldn't fix that in a year or even a couple years. But yeah, at some point when the most obvious things got covered the efficiency of reforms died down. It's not a uniquely russian issue.
