Apparently some of the west coast tribes come from proto-germanic ancestry rather than sino. A plague wiped many of them out though so the muttwashing was likely rampant with such a heavy population drop.

What do they even mean by European then? The PIE populations living in modern day Russia?

The PIE populations living in modern day Russia?probably. or any of the other proto-indo-european populations, maybe tocharian. they most certainly the spoke some PIE language too. isn't there some niche debunked linguistic theory that hopi has some PIE loan words or something like that. i would imagine even if these white native american got wiped out that they maybe left some linguistic traces with other tribes they came into contact with.
