they got mexicans to be their "tribe" because the rest of the chugz wanted to go be "white" in the city after seeing them on the internet and realized the ones out in the plains were boring boomers... so those chug elders still got money from the feds and got to keep the money because the feds didnt care if they misrepresented their tribe members by saying mexicans are their tribe, and didn't care if the chugz didn't give any of the money to the mexicans the feds would've wanted them to with their actual chugz, and that's how the indian casinos were born
