I think his entire strategy was to spew so much tariff bs that people would lose track, which will then give him room to taco, which no one would be able to remember what exactly he's TACOing on now, so in the end it will look like a massive win for him (in his mind).
This entire exercise was to wake people up to just how much of a threat china is.
