Amazon's infrastructure is supposed to be resilient to outages by having lots of regional redundancy in its hosting clusters. They push major updates to clusters one a time during a global rollout so if there's a major outage traffic can be rerouted to another cluster temporarily until they rollback. So outages, if they happen, don't last long from the end-user perspective. Amazon might spend a long time fixing the problem but the public would at most notice only a little slowdown due to their web traffic being routed to a different cluster than usual.
