What are we to make of this?
It's political because American taxpayer money funds this, and NASA in turn is run by the government, and they are expecting us to believe that equipment floating under a balloon, which eventually crashed into a farm, was helping them chart the cosmos.
Why wouldn't they use satellites, in outer space, to do that?
Wouldn't they have a better view and a near perpetual timeline over which to do it?

It's basically a huge stabilized balloon platform for various scientific instruments, including telescopes
By going to 120,000 feet they are able to drastically reduce atmospheric interference with those measurements compared to ground-based observations

I've heard this before, but I just find it difficult to believe.
Because, after all, anything put up in a balloon is eventually going to fall back to earth.
It's not an "if" it's a "when" kind of thing.
And we've put thousands of satellites into space, many thousands, so the cost clearly isn't holding them back for those missions.
To me it seems like something other than the stated purpose was going on here.

Cost constantly holds back satellites, especially scientific platforms.
There's satellites launching this year that have been waiting for a chance to launch since 2010, and hundreds of others have been scrapped since it took so long for their turn, the actual reason the satellite was built doesn't exist any more.
It's not just cost, it's also availability of launch services.
Even recoverability is a big reason to develop prototypes using high altitude balloons since if you need to be 99.99% your shit is going to work in space first time, it's better to develop a balloon based platform first where you can actually get a good idea of what does work and what doesn't.
