There were other goals that were meant to simply hurt the pockets of foreign countries so as to strengthen negotiating positions or just outright weaken them. If some commodity cannot be produced in America but can only be reproduced in China than tariffs might not get production if said commodity to America but they will weaken production if said commodity in China and its exports of said commodity particularly if America is a significant consumer. None of this even accounts for commodities where there are alternative markets, which are many. You guys are fucking pseuds.

You can use tariffs to protect jobs, smaller nations already do that against us (which is why "liberation day" was such a retarded thing to the announcement of reciprocal tariffs), but once you lose them it'll take a while to get them back. Easing into that process, making sure the infrastructure is laid out before making that push is best. Taxing companies to help lay that groundwork and get ready for subsidies would be better we than tariffs because tariffs are consumer taxes, but using tariffs strategically can work out here.
