There isn't anything Peru can offer Bolivia to compel them to do that. That new major Chinese port is way to the north in Peru, very far from Bolivia.

Bolivia is the most interesting South American country which is why I know so much about what's up there. Americans/Europeans tend to group all of these people together but that's a mistake, especially in the case of Bolivia. They're genuinely outside the American Empire's sphere and will do as they please.
