Forgot to propose my solution: Roll back safety and emission standards back to the year 2000 and allow foreign competition. Allow any American to import a car from anywhere in the world without paying taxes on it. No tariffs, no fees, no bullshit. Make the American automakers compete in a real marketplace to benefit the American citizen that has to buy a car. I'd never buy a new car, and am worried about what I will be doing when I need a 20 year old car after the next decade.

Here's the deal. Cars are more advanced than ever. They're no longer carbureted fully mechanical machines. Cars now are basically computers on wheels. They have so many sensors, computer units for everything, much more systems, and all the latest technology.

Vehicles back then were cheaper but you were expected to replace them every 5 years because they didn't really last and were constantly developing. People are keeping cars for longer because they're more reliable and much more advanced. They're not the same disposable item that they once were. More expensive cars are fine because you buy them less often.

I suspect that the Biden admin inflicted a mortal wound on the US car industry with the EV mandates and rebates. Ford has sunk like $15B I to their electric truck plant and no one wants them, the place is nearly idle, and it loses $5b a year. To adapt it to ICE models would cost several billion more. Meanwhile there are no infrastructure changes for million of projected EVs, and they haven't started taxing electricity to fund the roads. And when/if they do, China will be there to flood the market with ultra cheap cars.
