The small business has to have 51% of the staff on the contract working for them, this can translate to doing a lot less than 51% of the work. Also, the large company can do most of the work writing the proposal.The system is set up like this so the kind of motivated veterans who would 'start a business' and 'try to get rich' have some vague incentive to stay in the government orbit, and to keep a constant bench of 'contract companies' so that the management of the big ones never feels completely comfortable.It's not exactly a good system, but it has survived a ton of attempts to change it.
