Let's say I became God for 10 seconds. In that 10 seconds, I Thanos snapped all of the sub 100 IQ and mentally disabled humans out of existence. What would the world look like politically speaking?

Everywhere except Europe and Asia would be sparsely populated. It would likely bring about a new form of global government and expansion of existing countries. The remainder populations would essentially be wiped out through lack of numbers to reproduce properly. Youd also wipe out a lot of genetic diversity, which is to say that lower half of the 100 IQ might be dumb but they had a lot of genes that werent your third cousins or your sisters.
