It says it right in the report that the Holodomor was caused in part by "confiscation of grain for industrialization" combined with poor management and bad harvest. It was at least in part due to malice, combined perhaps with incompetence or perhaps as an opportunity to purge farmers and peasants. The USSR deliberately purged certain farmers and kulaks outright. And communists use agricultural starvation as a tool, see China.Besides the holodomor the bigger issues people have with the commies is the outright murder or imprisonment of 10s of millions of normal random people in the red terror and purges at the behest of jews.
