You can either fix this by requiring medical tests, or by abolishing elections, and putting random delegates in charge for a short time, to avoid professionalism and enforce simple solutions. To give power to those affected by decisions, one could use referendum overrides for the delegate decisions. This would also counter political parties, another detrimental scheme of divide & conquer.
