You know those picture that used to come out of China of the purple and green and unnatural rivers? That's what refinement of these things does and China has 90-99% of the refineries for most of the RE minerals. The best solution I've seen is to partner with Australia and try to build up refineries in the middle of the the desert, hundreds of miles from civilization. Australia already has a huge mining sector so it would mean shipping the raw ore over land to the desert instead of out to sea to China.
