Mining isn't the problem. Rare Earth minerals aren't that rare. Refinement is the problem. It's very expensive, and very VERY bad for the environment. You know those picture that used to come out of China of the purple and green and unnatural rivers? That's what refinement of these things does and China has 90-99% of the refineries for most of the RE minerals. The best solution I've seen is to partner with Australia and try to build up refineries in the middle of the the desert, hundreds of miles from civilization. Australia already has a huge mining sector so it would mean shipping the raw ore over land to the desert instead of out to sea to China.

A combination of US, Australia and Japan Rare Earth sources would be enough to supply western demand but this won't be fully operational until 2030. While worldwide consumption of Rare earthis is more than 300k tonnes, the US is able to produce about 45k Tonnes annually from a single mine currently, but there's a large push to increase that.
The only thing China is going to do is push western nations to stop relying on cheap foreign labour and produce more internally, which is the whole point of Trumps tariffs.
