Nearly every heterosexual man is a "pedophile" by news reporting standards. It's normal to be attracted to teenagers. We've just got a lot of puritan hysteria over it and harsh punishments for crossing the line even a bit.

Saville was scum and I guess the British Establishment was pretty good at covering up for him, but most of the time when you look at the details of these criminals cases, they're men with quite normal attraction but some kind of mental issue making them not realize that trying to fuck a 15 year old is social death.
