The only space ship that can go to Mars is being developed by an American. The rest can only go to low Earth orbit and maybe to the Moon but not Mars.

Not even a little bit. It's totally impossible even with a fantasy secret space program for the same reason Dyson Spheres are. There are better reasons to build in the Earth Moon system than Mars could EVER offer.
