Fun fact, the Clintons wanted to add one. It looks beautiful in the designs and concept art and will reflect the neo classical design of the WH and Washington landmarks as a whole. If anything, it means the west wing will need to be expanded in scale to match the new east wing and keep it balanced.

It's not the best right now due to several incidents. A little bit of context (okay, maybe a lot of context): there used to be a deal that made it so that some towns on the Brazilian side of the border recieved power from Venezuela. This deal was signed way back when our governments had good relations, either during one of Lula's presidencies, or Dilma's. The idea was that it was harder to get energy from a place where it was generated on our side than had it come from Venezuela, where it was closer, but from a sovereignty perspective, the deal was horrible because it made us rely on somebody other than ourselves for something basic, even if on a micro scale compared to the size of our country. The fact that our government used to have an ideological sympathy for Venezuela likely played a huge role on it being signed too.

Anyways, during the Bolsonaro government, this deal was scrapped, which caused some power shortages on our side for a while. This, plus the fact that there was now an ideological divergence between our countries would raise the tensions to the point that there was even talk of the possibility of a border skirmish breaking out, but that was mostly just alarmism to sell newspapers (the logistics of fighting there would be a nightmare, both countries are plagued by internal issues that make it hard to gather the resources for such an action, nobody wants to die over that, etc). It also makes our government stop being lazy and eventually we adjust our energy infraestructure there, so that's nice.

There is a argument to be made that out of the founding members (Brazil - Russia - India - China), we are the weakest link. Russia and India are, and have been for centuries, two of the world's foremost countries - millenia, even, in case of China. This makes it so they have a well defined, firmly estabilished tradition of long term planning on a national and international scale. If I may be brutally honest, even a random drunkard in Russia is likely to have a better understanding of international politics than the avarage Brazilian. This, I say with a heavy heart. India has their very recent colonial past to look on, which makes them naturally weary of foreign powers, even if the avarage Indian might not be able to say why they should refuse this or that purpose. Even South Africa, which was added later to the block, still remembers the Apartheid, and how the Americans supported the white regime, while the Russians, under the USSR, supported the party of Mandela, which would ultimately come out on top, even if they might have done it just out of pragmatism.

Brazil, in many regards, is very fortune. God, I like to think, has blessed us. We have no great natural disasters, no strong immediate neighbors to threaten us, a bountiful land that provides for us without much struggle. But this made it so that the avarage Brazilian is very much a product of that environment. We are a soft, merry people. Brazilian politicians seem to think we can fix the world with smiles and customised seleção shirts. We went over this, the burden of proof is on you. You made the initial statement, and more importantly, it's impossible to prove a negative. I pointed out the processing steps and gave examples of other processing technologies that have remained unchanged for a century to illustrate that when working with very simple principles (which is what leaching, floatation/sedimentation, reduction and electrolysis are) you eventually just find something that works and can't really be improved. There's nothing more that can be said at that point.

You or your friend posted an article about that. The west has deindustrialized, in mining and processing like in many other areas. Industries don't just come back with the clap of a hand, it needs a lot of serious work, political will and time. On top of the whole inertia and profitability problems there are massive regulatory challenges when trying to open up new mining (usually open pit for rare earths) or processing (massive amounts of spoil/wastage) plants.
Or in short, it's in the same category of reasons as all the other deindustrialization. Our coal mines, blast furnaces and steel mills are also pretty much gone, and not because we suddenly forgot how it works. And once those things are gone they're not coming back. At least not easily.
