Why is South Korea letting their women debut as idols in droves knowing they have a low birthrate and idol training practically makes them infertile (intense physical exertion and low calorie intake)?

Because exporting culture makes a fuck ton of money. Hollywood is more efficient at generating both soft power and revenue per headcount than the manufacturing industries. Everyone knows American music, film, social media, pornography and more. How many people know Hyundai? SK group? Lotte, Hanwha or Posco? Sure many people know Samsung but thats just one company and it doesnt even generate tourism revenue as well.
East Asia's strategy of economic diversification away from pure industry is lesson learnt from observing America. Its why the government pushes for and sometimes even subsidizes shit like Anime or Kpop. Tourism is such a massive boost to domestic consumption. Countries that didn't get into culture exports like China or Taiwan naturally are poorer per capita because all their money comes from industry and their tourism revenue per capita will be significantly lower.
