This is political, because the government has infringed on our right to privacy by illegally erecting these cameras. People worldwide were pissed about it at the time, but now everyone has been accustomed to omnipresebt government stalking so theg just sorta stopped caring.
Things that don’t work:

Unfortunately front plates are mandatory here and rear plates have a special tamper proof seal affixed.
I’m looking for a better solution though. I can use parking garages as a test environment (some of them scan your plate as you enter so you don’t need to grab a ticket to pay with later).

Someone made a video about this on how to spoof the a.i. OCR that is used.
It's pretty easy to do an undetectable to the human eye.
There is something else however...

The Plates are just the first step.
What they don't want you to know is that what they are really doing is getting that data and taking it offline and getting it read in their data centers so they can identify your face.

there are two rollers, one on top one below the window pane, by controlling the roller movement the rolls with the advertisements are spooled and one of three or more advertisements are being displayed
instead of opaque foil you could spool transparent foil with black additions that could turn your license plate into a different one, or directly slide a opaque one over that resembles a genuine plate
you could run a opencv dashcam to collect plates of other cars from the same model as yours while you go through traffic in order to get plausible data
depending on your craftsman skills your device could be really slim, think mechanics of inkjet printers, their driveshafts and timing belt/pulley systems should have sufficient miniature size to fit into a relatively small license plate frame frame.

That said, if you make fake plates that match someone else who owns the same type car this would avoid cameras I guess, but not a cop who'll be able to compare your license vs the person whose identity you stole (or see that your plates aren't registered).
They have these cameras on every freeway and major road, so I assume they automatically flag cars that can't be read / stolen cars, as well as stuff like "this guy was reported for speeding but we didn't have evidence, and he just got onto the highway, send out a patrol car"

You don't need license plate reading cameras for traffic monitoring though. Here we have separate systems:
1.) ANPR/ALPR license plate readers all over the place (most common type). They are on all highways and all major roads. They are even spaced at key intervals, so you effectively can't travel across the country without being photographed and logged. So if you're on a wrongthinker list and want to go to Tokyo, they'll know and can intercept you in advance.
2.) Automated laser turrets/setups - somewhat rare, semi-mobile (the highway emergency pullover stops double as a place to these these up via movable shutters in the sound walls)
3.) Various fixed radar installations
4.) Hand-movable radar & laser setups used by polites (they also put these in the back of vans on the highway, and use unmarked police cars)
I just don't want to be spied on so I want to eliminate #1. Luckily LEDs, lights, etc. are all legal, but frames that cover the plate are illegal, and I believe so are laser jammers (although they probably wouldn't catch that). A spray would probably give you enough plausible deniability to get away with it.

This happened to my passport (didn't microwave it, but the rfid chip just died somehow). It doesn't scan anywhere now and wherever I go they have to do a manual review so I get to avoid the facial recognition bs. It's nice.

here's what our surviellance ameras look like. I assume that's a bunch of IR LEDs/lights and then the camera is under the hood. They say they are passive IR systems but that looks like an IR floodlight to me.

Maybe if I adjust the angle to point more to the side. I never had a problem with the front plate mount being angled down either (it would get pushed down in the wind at high speeds, could lock it in at a perpendicular angle for inspections)
These cameras seem to mostly only photograph the front plate, so if I make that impossible to read (legally) then I think we'll be ok.

So if you go into a parking garage unscanned and without a ticket, won't they charge you a large amount for a very long stay? That's what a garage near me would do if you don't have a ticket or longterm pass that you scan on the way in and again on the way out.
Get a ticket, then try to exit without it, if it works and the scanning was defeated, "magically" find your ticket so you can get out cheaply.

It won't let you in unscanned/without a ticket. The license plater scanner just automates the process, but I assume there's a back-up manual process. Sort of like how you can get an attendant to let you out if you lose your ticket.
Most parking garages don't have these plate scanners though, so it's easy to avoid and would just be useful as a testing ground. I assume if you get in and try to leave without a ticket/they can't scan you on the way out that a human has to get involved to approve a fix.

IR LEDs are easy enough to defeat, I wouldn't be shocked if today most of these cameras have the proper filter to ignore those. As time goes on, they certainly will.

What you need is probably science fiction. But let's go over the basic points.
1. Your car should have absolutely no other distinguishing features. No dents, no bumper stickers, and it should be a model and factory color that is common enough in your area.
2. The windows should be tinted in such a way that there can never be a clear picture of the driver or passengers with a camera. What good is obscuring the license, if they can just tell who YOU are.

Now, at this point, there are two strategies. The first would involve a computerized system that somehow recognizes the cameras and would aim a steerable laser at them. The laser doesn't have to be Star Wars shooting them out of the sky, the sensors are sensitive and vulnerable, even a weak laser pointer can permanently destroy a CCD. The laser should be hidden, and instead of something that draws attention like a turret, a phased array means no visible movement. And it should autotarget as well (you couldn't aim it quickly enough yourself).

The second strategy is also science fiction. You need something like an e-ink display. Those can be bought from hobbyist electronics outlets in various sizes. It's like a computer screen, but when the power is cut, the last displayed picture still remains on it. Only changing the picture requires power. But these aren't available in the 6" x 12" size you'd need for an American plate (I've checked). And only two states allow electronic plates anyway (absurdly expensive), and I don't know if people with those are allowed to drive out of state. Plus, the technology isn't there yet... refresh rates are such that you can't blink to a new number (or blank) quickly enough... we want something way less than 1s. This still also needs the automatic camera detection. It also requires that you have license plate numbers of cars of the same make and color, so that the system doesn't flag it and start receiving human scrutiny. That part you could do yourself though over a period of a few weeks, just scouting out until you found some alternate numbers...
