If they have access to what your WiFi is seeing around you - "manage WiFi connections" on Windows - if you're in an urban area, all that's compiled they'll know where you are to a couple of meters.Also, a hotspot is providing you with a local WiFi connection - the cellular connection will be localized. All the VPNing doesn't change that you're making a connection through the cell network at that location on a specific tower.You're not really anonymous in any way these days if you give the wrong people a reason to give a fuck about you.

I drive between several different properties so this would be a really retarded way of tracking some people. Also this will more than likely get disabled as it has the potential to track someone even when they're off for the day/weekend if they have Teams on their phone. I imagine enterprises will have the option of enabling it if they want but it's not really an effective way of knowing if someone is actually working at home or just sitting there watching YouTube all day
