When it was a perfect opportunity (never let a good "crisis" go to waste) to get the normies to be afraid and easier to control, get them back on the plantation. None of this kike system or bullshit occupation government works at all when people are level headed enough to see through the facade. When people are afraid their rational thinking just shuts down and they are more than happy to throw away rights and run to the government for solutions.
